Let's walk through each.

Tier 1. Raw scrape ($0.01-$0.05/lead)

What you get: a CSV with name, email, company, and basic firmographics. Often unverified emails. No LinkedIn URLs. No signals. No personalization.

Who sells it: data brokers like Prospeo, Findymail, ListKit. Also Apollo's free tier and various LinkedIn scrapers.

When this pencils: you're already sending high-volume cold email (1,000+/day) and you have a strong downstream personalization layer. Either an SDR team writing openers per row, or a Persana/Clay-style workflow generating them programmatically. You're using the cheap data as raw fuel and adding value above.

When this DOESN'T pencil: you're going to take this list, paste it into a sequencer, write a templated "Hi {{first_name}}, I noticed {{company}} is in {{industry}}…" opener, and send. When this pencils: you have an SDR or sales-ops person actively searching, filtering, building lists, and feeding them into your sequencer. The value of the subscription is the platform + searchability, not the leads themselves. At Apollo's $49/mo, even pulling 200 leads/month puts you at $0.25/lead. Competitive.

When this DOESN'T pencil: you bought the subscription and you're using 5% of it. Most Apollo/ZoomInfo seats sit underused because the buying team didn't budget for the SDR time required to mine them. When this DOESN'T pencil: you're pre-Series A and don't have validated sales motion. Agencies in this tier need clear ICP + a working sales process to deliver value. They can't compensate for those if they're missing.

The price-quality mismatch most teams make

The most common mistake in B2B prospect-list buying isn't paying too little. It's paying mid-tier for cheap-tier output:

"We pay $49/month for Apollo, then have our SDR write templated openers from Apollo's variables, then wonder why reply rates are 0.5%."
